Leidos Health & Civil Sector is seeking a highly motivated and experienced Data Governance Lead to join our team. This position directly supports programs which provide a broad array of information, resources, referrals, mental health coaching and specialized support for military members and their families worldwide. These programs are directly responsible for supporting military community quality of life issues.

The Data Governance Lead is responsible for all aspects of defining and operating the data governance policies and supporting the multiple data domains. Collaborates with business, technology, and other cross-functional teams to develop understanding of data requirements, challenges, and pain points. Drives program-wide data management and maturity assessment and defines the current state and future state. Develops program data operating model across people, process, technology, and governance. Shapes the data strategy roadmap that leads to value realization, including investment plan and business case. Leads independently engagements or stream of work end-to-end across all delivery component (client satisfaction, value delivered, teams' management, financials, and other components as needed). Interaction with senior management within the program and the customer to steer recommendations and obtain buy-in on matters that may require alternate approach. This position is a remote position and requires a quiet, private, confidential space to work from as well as having access to your own reliable high-speed internet hard wired to your home or apartment (coax or fiber from the Internet Service Provider (ISP) to your home. Using a hot spot from a mobile device (tethering) or wireless ISP is not acceptable.

Primary Responsibilities:
- Responsible for maintaining applicable portions of ATO packages and documentation within eMASS regarding data governance.
- Works with SCA and ISSM to verify control implementation and supports ATO testing and continuous monitoring of security controls.
- Responds to security incidents and supports CSSP in resolution of security incidents to include unauthorized disclosure, spillage or unauthorized access of privacy information.
- Works with cloud team to monitor and support implementation of access controls.
- Works with SCRUM Master to ensure data governance and privacy cybersecurity controls are implemented/maintained/remain effective; works with developers to coach them on effective implementation of data security controls or mitigations.
- Tracks new trends in data protection, government regulations and guidance; makes recommendations for new improvements and enhancements to existing data governance policies and technology stack.
- Participates as voting member/tech advisor to configuration management and other governance boards.
Basic Qualifications:
- Bachelor's degree in computer science or a related information technology field with 2-5 years of experience in administering, managing and tuning databases, and 2 years of experience with Oracle, MS SQL or other relational databases in a cloud environment.
- Strong understanding of data governance controls, and regulations and techniques to protect protection of Personally Identifiable Information (PII) and Personal Medical Information (PMI).
- Solid understanding of data and schema standards and concepts, database design, implementation, troubleshooting and maintenance.
- Understands security impact of changes to requirements and the environment throughout the project lifecycle.
- Excellent analytical and problem-solving skills.
- Proven ability to work independently and as a team member.
- Proven ability to clearly communicate requirements to other development team members.
- Communicates effectively (verbally and written) and clearly within the team and with all stakeholders.
- Excellent interpersonal skills to interact with team members, customers, vendors and support personnel.
- Ability to obtain and/or maintain and Active Secret Security Clearance. US Citizenship required.
Preferred Qualifications:
- CISSP, ICCP Certified Data Governance Professional, Certified Data Professional (CDP).
- Previous experience supporting DoD system authorizations.
