Scope:

The Manager of the Office of Sponsored Programs (OSP) is responsible for overseeing the organization's sponsored programs and grant activities. This role encompasses both pre-award and post-award functions, ensuring compliance with federal, state, and organizational regulations, and enhancing the organization's funding portfolio. The Manager will independently manage all aspects of securing and managing external funding, including federal grants.

Key Responsibilities:

Pre-Award Management:

  • Proposal Development: Work with market and national staff to help guide development and submission of competitive grant proposals, ensuring adherence to sponsor guidelines and organizational policies.
  • Funding Opportunities: Identify and disseminate information on funding opportunities from federal agencies, foundations, and other sources.
  • Budget Preparation: In conjunction with finance team, assist in preparation and facilitate review of proposal budgets, ensuring accuracy and compliance with sponsor requirements.
  • Training and Outreach: Conduct workshops and training sessions on grant writing, budget development, and compliance issues for staff.

Post-Award Management:

  • Award Setup: Establish new awards, ensuring proper documentation and compliance with sponsor terms and conditions.
  • Financial Management: Monitor grant expenditures, ensuring they are allowable, allocable, and reasonable. Work with finance and project managers to prepare and submit financial reports to sponsors.
  • Compliance: Ensure compliance with federal regulations (e.g., Uniform Guidance, FAR), sponsor policies, and organizational requirements. Respond to audit inquiries from the finance team.
  • Effort Reporting: Manage the effort reporting process to ensure accurate and timely certification of effort on sponsored projects.

Federal Grants Management:

  • Regulatory Compliance: Maintain up-to-date knowledge of federal regulations and policies governing sponsored programs (e.g., CDC, HRSA).
  • Policy Development: Develop and implement organizational policies and procedures related to federal grants management.
  • Liaison: Serve as the primary liaison between the organization and federal agencies, addressing issues related to grant administration and compliance.

Leadership and Administration:

  • Strategic Planning: Develop and implement strategic plans to enhance the organization's research and funding capabilities.
  • Reporting: Prepare reports for organizational leadership on sponsored program activities, funding trends, and compliance issues.
  • Collaboration: Foster collaborative relationships with staff, administrative offices, and external partners to support the organization's mission.

Qualifications:

  • Education: Bachelor's degree in a relevant field (e.g., Public Administration, Business Administration, Research Administration) required.
  • Experience: Minimum of 7 years of experience with a strong background in both pre-award and post-award management. Federal grant experience preferred.
  • Knowledge: Comprehensive understanding of federal regulations, sponsor guidelines, HIPPA, and best practices in grants administration.
  • Skills: Excellent organizational, analytical, and communication skills. Proven ability to manage multiple priorities and deadlines independently. Ability to utilize Asana, Excel and other software systems.
  • Certifications: Certified Research Administrator (CRA) or similar certification preferred.

Working Conditions:

  • Remote working environment. Headquarters located in Arlington, VA if in office is preferred by candidate.
  • Demonstrated ability to work independently and effectively manage own workload required and meet deadlines.
